Retake ACT???

Alright, so I'm currently a freshman at the University of Wisconsin Whitewater, and I want to transfer to UofI Urbana Champaign. Well, I'm not actually sure if I want to transfer yet but I just feel like I need to know if I could get in. I only got a 28 on the ACT (I got a 19 on the math section.. that brought me down considerably obviously. I did really well on everything else.) I feel like I should retake it? Then again, they'll probably look more at my gpa and my college work. I'm not sure. Opinions? Advice?
