Is December Okay for SAT II?

I was originally gonna take it today but my prep wasn't as good as I wanted it to be so I delayed it till Dec 5. Is this score gonna make it in time for colleges with the deadline of 1st January or will I be too late?

Yes, schools with Jan 1 deadlines accept Dec test scores even if they arrive after the deadline.

Sure? Doesn't it take 2-3 weeks for the scores to reach colleges?

Yes, I am certain and usually if school has electronic delivery it will occur within two weeks or less. If you want, check the specific school to assure it accepts December scores (it will) and in fact a lot with Jan 1 app deadlines even take Jan test scores.
