Will low ACT scores but high SAT scores hurt my chances for getting into UW-Seattle

I got a 23 on my ACT but a 1760 on my SATs. A 23 on the ACT will be about a 1600 on the SAT. So that's about 160 points less. I heard that UW-Seattle only looks at your highest test score, is this true?

I don't know of any school that does not look at the higher scores.
