I really don't understand what you're asking.
By "Am I eligible for the scholarship thingy?" do you mean, "Would I meet the cutoff for National Merit Semi-Finalist with this score?"
Almost surely. In any state, or for international students, a 229 exceeds the 2012 cutoff by at least 6 points. (

Do you mean, "Will I get a National Merit scholarship with this score?"
Not necessarily. A score of 229 would qualify you to apply for one. You'd still have to complete the application and validate your PSAT score with a high score on the SAT.
But there may be some colleges that would offer you in-house scholarships on the strength of a 229 PSAT.
Do you mean, "Can I use my practice test score?"
No, of course not. The only score that counts for National Merit is a score you earn on the actual PSAT
taken during your junior year of high school. So if you're a sophomore, a 229 would get you a lot of mail from a lot of colleges, but not much else.
