It is B because thats the only one that makes sense.

A) he is not casting aspersions ... the author never mentions bueracratic ineptitude, or even hints at it.

C) The author doesn't have a deep longing
D) How can making a remark about the Right be railing against polluters?
E) quasi-religious!? no way

Also, parody, to make fun of or mock, makes sense because of the way he says it. Government might amount to something better than ....
He is making fun of how people view government, that they feel it is all wickedness in the flesh, (incarnate = concrete, in human form).
