umm just read up on probability, combinations, and permutations.

Find a math book from Algebra II or something and read up on them.

If it says how many ways for a number with 2 as the first digit and any digit as the second.

Then you use 1 for the 2 since your just using it once and multiply it by 10 since there are 10 digits (0-9). Then the answer would be 10 ways.

Things like that.

@Quickandslowly - That did help, but methinks it's not that easy on the SAT. (Either that or the question is worded terribly).
