How does one express his/her opinion on the topic question? Does one have to either agree or refute it, or can one take a middle stance by agreeing and disagreeing at the same time?
Always pick a side and stick with it. If you start debating yourself in the essay, the exam graders aren't going to be too happy with this. And it doesn't necessarily need to be your opinion, but generally you can write a stronger essay, and have more evidence if you do so.
^jchen09 is right. If you straddle the fence, it makes the essay harder. You can still get a 12 possibly, but you will have to do more in-depth thinking about the subject, which I'm not willing to do with just 25 minutes. Even if you don't agree, pick the side with that allows you to use the most examples. And make sure you use tons of examples and specific details.
