Can you tell me how this makes sense?

I got 4 wrong on with writing and recieved a score of 670.
My brother got 4 wrong, omitted 3 and got 680.
I got an 8 essay writing coherently. He got a 10 essay making up facts.

Why is his score better when I omitted none?
