can't really answer your question as i'm unfamiliar with foreign engineering schools, however, i do have two pieces of advice

1. talk to the study abroad counselors at virginia tech. i'm sure they can point out which programs they have that might suit your interest (if any)
2. make sure you're actually able to study abroad. i know a lot of engineers at my college say that they can't study abroad cuz of the demanding engineering curriculum, and if they did, they'd be behind. so ask the engineering and/or comp sci department counselors to see how study abroad affects your academic standing, and while you're at it, i think they might know a thing or two about foreign engineering schools too.
