Loan for China?

Yes this is another loan question but I just wanted more feedback.
So I'll be going to China for a year, beijing to be exact. I'll be studying at peking university. So basically I do have financial aid which covers my tuition, but not my housing expenses at my home uni. and I've been paying the rest out of pocket so this will be my first loan. While I'm in China I won't be living on campus but off so hopefully it'll be around the same price at my home uni.

So basically, I questioning if I should take out the perkins loan for $3000 and this will be mainly for safety/personal expenses (safety net, traveling, fun with friends). I already have about $4k+ saved up for whatever, and my parents are willing to give me a little over $2000. The only reason I am considering it is because I am not allowed to work in China so I'll have no source of income for a year so I wanted some safety money.
