Sure. The IFSA Butler programs are legit. There are many organizations, like IFSA, that run programs in many countries. This website is a good search engine:
www.studyabroad.com
The first place to start hunting is your own college's study abroad department -- website, meeting with an advisor, etc. Assuming you want to get academic credit, the process is going to be a bit less painless if you go with a program already approved by your school. Otherwise, you have the additional hurdle of getting it approved. Also, you need to figure out how your college handles the finances of study abroad programs and the implication of that. Different colleges handle it differently, especially when it comes to financial aid.
The advantages of a program rather than direct enrollment as an individual are:
a) It's easier. The program handles the paperwork, finding you a place to live, academic transcripts, etc.
b) In most cases, you will be studying abroad with a group of US students, often taking special classes as a group.
c) You theoretically have the program to fall back on in case of emergency.
As for 2 week "programs", I think those are called vaction packages! Check with your local travel agent!
