cell phones in Italy

My D will be attending a 6 wk summer program in Italy this summer. I'm trying to help her figure out what the best means of communication. We haave Verizon and I know she won't be able to use it in Italy.
Should she buy a phone here or pick one up in Italy?
Or are prepaid phone cards better?
I'd appreciate any help aanyone can give me.

There is a thread entitled Study Abroad and Phone Service, and that has a lot of info regarding the use, purchase, etc. of cell phones in Europe. You can also type in Cell Phones in Europe" under Search, and the thread should come up. Good luck.
