Depends on where you car is parked at and where you live. I lived on Southside in the Commons my freshman year, and my car was parked in Southside Garage (SSG). It was about a 5 minute walk to my car. Sometimes people will have to park in West Campus Garage (WCG) because the parking is full, and that's a long way from the dorms.
If you live on campus, having a car is not necessary. My freshman year one of my hallmates didn't have one. The only thing that becomes inconvenient is when you need to buy groceries (off-campus) or when you want to go out (movies, parties, etc.) or when you want to go home. You can usually find people that have cars to drive you or go with you though.
Getting a parking pass later in the year is pretty difficult. For most of the main garages there is an extensive waiting list (1000+). The exception is West Campus Garage, where they will give it to you without waiting. It's at a pretty inconvenient location for non-business majors though. I was an off-campus sophomore last year, whom wanted an on-campus parking pass, and I had to wait until late February to get off that waitlist (after signing up for it in June the previous year). However, Living on-campus, you will be given priority to parking over off-campus students. So that'll be a bit better.
