Chances Low GPA High SAT (OOS)

Hey guys im from Southern CAL
from one of the top schools in the nation.
Moved around alot Sophomore year (to Kansas and back)
and this really affected my GPA

Applying to Aerospace Engineering

My stats

-GPA UW - 3.55
dont know weighted

SAT - 2290 (Will Retake DEC. focus on writing)
CR - 760
M - 800
W - 730

Subjects
Math 2 - 790 (retake Nov.)
Physics - 740(retake Nov.)

Should I submit ACT (I took in Oct. and scores aren't out yet)?
expecting 35

EC's
Astronomy Club - President (12), Treasurer(11) , 10, 9
Philosophy Club - President (12), 11, 10, 9
Robotics Engineering (we compete at JPL/Caltech etc.) 12, 11
LEO Club - 9,10,11,12 - various projects and hours
Tutor Volunteer Association 12, 11 (Math + Science)

Work Exp.
Tutor for pay -Math + Physics

AP Scores
Calculus AB - 5
Physics C Mech - 5

You are a math and science genius! If you don't have a great shot at being accepted for engineering, I don't know who would! What is your class rank? As an out-of-state student, you are still eligible for automatic admit if you are in the top 25% (only in-state students qualify for the Top 10% admit).

Have you actually visited the A&M campus? Did you submit compelling essays as to why you want to attend A&M specifically?

A&M has a tiny percentage of out-of-state students compared to the California schools (I know this personally as my son is a freshman at A&M now and we live in Southern California). It's about 4%. It helps to really show them that you are truly interested in their school as opposed to it seeming like you just applied to their school as one of many. However, your stats are more than outstanding, so I would feel very confident if I were you.

I do want A&M due to the fact that I like Texas
I will try to capture this in my essays

S1-Junior UCLA, S2-Sorph TAMU-CS. As for application, it was pretty easy for S2, however, he was recruited as NMF and his school don't rank.

Please look at the cost for OOS, unless you can get scholarship. If you receive >$1000 per year from TAMU then you qualify for in state.
