Does anyone know who does the high school part on transfer application? Especially if one is international student - can it be done only by the college official from which one is transfering?

There are two forms:

College Official's form: must be filled out by someone your college that has access to your academic record.

Secondary School Final Report: In the US this is filled out by the guidance counselor at your HS, so the equivalent at your school.

Most the schools that I know about require both, but perhaps others here know if some transfer schools only request the COF.
