which college do I transfer from?

I'm an international student from Africa with 1960 SAT, 2280 SAT2, 3.87/4.0 high school GPA, class rank 1, 105 TOEFL. Had little prep for all the tests.
I was accepted into some schools but only two had my major, Electrical Engineering. The problem is that I don't like either of the schools. One is a HBCU with a low rating, the other is a PWI with s slightly higher academic rating. At the PWI, I got the presidential scholarship, which still leaves me with 32k, while the HBCU (22k) claims I'll get Honors scholarship if show academic excellence after the first semester, meaning I'll pay only half, 11k, for only the first year and nothing throughout. And of course, I'm trying to conserve money.
The second problem is that the PWI doesn't start focusing on my major until after 2.5 college years, unlike the HBCU which starts in 200 level. The PWI has absurd courses on humanities, history etc, that take up 14 of the 32 units in 100 level, the rest are just mere HS courses: Calc, Phy1, Chem, meaning lots of my credits won't transfer. About the HBCU, the first year is pretty much basic, but only one non-science course. Also, I'm black, but I won't want to get stuck there, plus students' reviews aren't encouraging; drugs, parties (even in the afternoons).
So, which do I attend if I plan to transfer to good schools, Ivy's and the likes, and would my SAT score suffice or would I have to retake it?

Plus, would the fact that I'm transferring from a HBCU affect my transfer feasibility?
