It's atypical for a student to go directly from a UC to a CSU or from a CSU to a UC because of the lack of course articulation between them.

Most students at an in-state CA 4-year school will switch to a CCC to be able to take more classes that directly articulate into the program they are trying to transfer to, as well as gain priority admission.

For example, UCSC (the closest UC to SJSU) only has 2 of 13 lower-div classes for the major that articulate to SJSU whereas De Anza College, a California Community College, looks like it has about 13 of 15 lower-div classes for the major that articulate to SJSU.

Best, cheapest bet, would be to look into a CCC program and think about a timeline that it will take for you to transfer to SJSU with as many articulated courses as possible.

You mean apply to SJSU with your 39 units as a transfer?
SJSU does not currently accept lower-div transfers (<60 semester/90 quarter units). This is not an option for you.

You mean apply as a Freshman applicant with 39 units?
SJSU will not recognize you as a Freshman if you have so many units. Maybe if you had 10 or less you can talk to admissions and see about exceptions, but generally >30 units puts you at Sophomore status and they will not accept "Sophomore" standing students to apply as Freshman.

Again, the above reasons are why most students choose to go to a CC and then transfer if they've attended a UC or CSU previously. CAVEAT: Since you've attended a 4-year before CC, you will be capped at how many units you can transfer once you get into SJSU, or any other CSU/UC.
