Would I be considered a Transfer?

So right now I am completing 15 credit hours at a community college. I graduated May 2012. I am wanting to transfer to a university this Spring semester. I figured I could get into a better school if I started at a community college first, where I have a 4.0 GPA so far. My high school GPA was an 80 (I did the IB program). My question is if I am able to apply as a transfer student, even though right now I do not have the completed credits, but at the time of enrollment, I would.

When a school talks about the number of units for a transfer, they mean at the time you matriculate (so in your case this spring), not when you apply.

Read the website of the school(s) you're applying to to see if you should be applying as a fr or a transfer. The definition of who is a transfer student varies and ranges anywhere from 1 post-HS college course to less than a year of full time post-HS college.
