Two CC's- is GPA combined or kept separate?

Hello!
I had a quick Q-
While in high school, I co-enrolled at my local CC in two classes one summer, earning the respective grade of a B and an A. Upon graduating from high school, I completed two semesters at the same CC. Uninformed and unprepared, the classes I took counted toward my Associates, but not IGETC (minus two ASL courses I took in high school.) I received mainly B and with a few C grades in my coursework, as well as one "F", finishing with a 2.73 GPA.

I took a semester off to sort out what had been causing me to lose focus, and started over at a new CC in a new district for a complete change of pace. (I live 10/15 minutes from two separate CC districts.) I have so far performed very well at said new CC, maintaining a 4.0 GPA and preparing myself with transferable courses. One course from my old CC (English) transferred over to the transcript of my new CC for the purpose of being applied toward the Associates degree I am aiming for.

Questions:
1. Will colleges be combining the GPA from each transcript to form a more cumulative GPA?
2. If so, should I be actively pursuing the option of re-taking the class I received an "F" in at my old CC?
3. I (assume) next year I will be able to TAG from the CC I currently attend (based off of that CC's GPA?) (Assuming all other requirements are met unit wise.)

All of my transferable coursework has been completed at the second CC, minus the one class that transferred over.

I have attempted research on this question not only in this forum but in general, and have come up with very little in the world of answers. I have made an appt to discuss my concerns with a counselor, but would appreciate any input~

When you apply for colleges you submit all courses you've taken so Yes the gpa's will be combined. Although they say UC's only look at the UC gpa and not the overall. That's how it was for TAG as well. When you submit the classes on the TAG you see your overall gpa and UC gpa.
