I couldn't find more recent Common Data Sets (with transfer stats), but here's 2010 sets. http://www.nyu.edu/ir/pdf/cds/cds0910.pdf
Scroll down to "D" then compare to freshman acceptance rates for Gallitin (6.6%) and try to find out the freshman retention rates for your program. You may be able to determine the number of slots they have in other words. http://www.nyu.edu/ir/pdf/fastfacts/...lUndergrad.pdf
My opinion is that you have a good shot with your GPA (and coming from a honors college, good EC's, assuming strong scores and solid HS GPA since accepted into UMBC...), and it looks like 1900 transfers are accepted total out of about 5,000 applicants (but among that group is a much lower proportion whom are accepted into Gallitin) You may want to call admissions at NYU Gallitin and specifically ask just how many spots are available this year?
Good luck to you!!!
