My hs record is great except for my SAT score(1900s).

If I retake SAT and get above 2200, Do I have to chance to transfer?

I am high school senior and I know I have rare chance to get into Ivies or JHU because of my sat..

But I really, really want to go to Ivies or JHU. So if i work really hard in any colleges where I'll go and gets great gpa, Do I have chance to transfer to Ivies or JHU??

The first thing you need to do is go to the websites of the schools you are interested in and read their transfer admissions policies, for instance JHU:

The answer is theoretically yes, but most likely no.

Briefly:

The majority of ivies and the like don't accept transfers mid-semester--and if they do it's only a few.

Also, you shouldn't be planning for or counting on any of the situations you described.

Often when seniors plan on transferring before their first semester of college ever starts, they change their minds by the end of the semester after experiencing some good old-fashioned freshman bonding.

Adcoms hate transfers that are clearly trading up bumper stickers.

Counting on a 300 point bump in your SAT score is something you shouldn't set yourself up for.

And a lot of other reasons... Basically, setting out to transfer before arriving on campus is a mistake.

If you really think you are going to raise your SAT score when you apply in fall 2013 and that will get you in then what you can do is take a gap year. You can find out more on this forum by searching. BTW you can do this as a 2-pronged strategy; apply now for college and retake the SAT. If your score goes up the way you think then take the gap year, otherwise go to one of the colleges that accepts you.

I should point out that acceptance at ivies or other very selective colleges is no sure thing, even with a SAT of 2200. IMHO there is a decent or higher chance that even if you had the 2200 you would be denied; not as a reflection on you, but just because they have so many applicants and have to turn a lot of good students away. Since this is an advice forum, my advice would be not to put your life on hold hoping that Ivies are going to take you.
