Chance to Ivy or some sort?

I am planning on attending to East Carolina University in the fall for one year and my high school stats are extremely horrible (gpa & ACT scores). If I somewhat get ~4.0 GPA for my first year in college, join alot of clubs and transfter, is it possible to go to a high rank school? I was considering Georgetown or John Hopkins. Or am I better off staying at East Carolina for two years rather than one year for a better chance? I'm also planning on majoring in Business Management. If you have any other high rank university I should consider, please list them! I have also wondered if it is even possible for a community college student to transfer to an Ivy League.

it is possible for a community college studnet to transfer to an ivy league, however the chances are small.
