Summer student @ desired school -to- Provisional student -to- full time student?

has anyone heard of a system where they could enroll in your (desired school) [if accepted as a summer student] and if you receive worthy grades, attend their school as a provisional member, which in turn you would be granted full student status upon completion of that provisional semester?

I heard that from someone, I just wanted to clarify. He did mention that it applied to state schools such as UCs and Cal states (California).

Any feed back would be very helpful.
