I sorta have to agree with nyu44--I doubt many admissions personnel will really appreciate the "ankle" excuse, despite how accurate it may or may not be. A really, really strong essay, accompanied by stellar grades--we're talking a 4.0--in the fall, might equal success, but a 3.2 GPA is hard to ignore. Also, stronger extracurriculars would help--have you started any clubs/organizations? Have you played professionally?
Generally, even an excuse like the death of a family member would be hard to validate that sorta performance; and, since there are many, many international students in American university's that excell, it is also hard to make the argument that it was a "change" thing (plus, a great deal of American students go out of state--if you are moving from the north to the south, for instance, that is arguably a continental change. No offense to southern students.). Pushing that excuse may seem a bit desperate--I probably wouldn't focus on it too much. Mention it, certainly, but don't dwell on it.
