Mixtec - I think you mean Cal Grant? That's a free grant that the state of California gives to its own [eligible] students that continue on in a California college. I'm not sure what CalTap is... unless you're talking about TAP, which is an entirely different thing (it helps with admissions to certain UC's, nothing to do with financial aid).
BlueLake - Woman.Of.Troy is right, USC is a private institution, they're not bound by the government to give financial aid preference to in-state students, at least not that I know of.
Shhhh.. I'm supposed to be writing a paper but I just watched your video, lastofthepirates. I liked it. I messed around with iMovie when I was in high school so I know a tiny bit about the process of making a video from start to end. It's quite a task. I like your style of filming and editing, and I like the song too (though I've never heard it before).
