What are my chances of getting into the College of Arts and Sciences or the School of Commerce with the following stats?

Fall 2007 Mid-Semester Stats (projected because I will work extremely hard)

Art: Renaissance to Modern (gen-ed) A
Issue in Science and Technology: Biotechnology (gen-ed) A
Calculus II A
Credit Hours: 19
Mid-semester GPA: 4
CUM GPA with mid-semester stats: 3.757

High School GPA: 3.1

Are you allowed to submit 2 applications to 2 different schools at UVa?

If I've applied for transfer before and gotten rejected, how many more times am I allowed to apply for later semesters?

If I submit my mid-semester grades along with my recalculated GPA, will they look at them?

You should be ok for CLAS, but it will be tougher for McIntire. And no, you can't apply to two schools, but you can say "If I don't get Comm, consider me for CLAS". And I submitted mid semester grades when i applied last year, but I did it because I was applying to transfer for my second year, so I only had a semester of grades to show and I wanted to show more. I think it helped, but I don't think it will make a huge difference for you.
