Better to Transfer as Soph or Junior?

HS GPA: 4.0 Unweighted
Bunch of HS Volunteer service and some EC
SAT: 2190 (770m/720cr/700w)

Attending UMD Honors-Physiology/Neurobiology Major
GPA after first semester: 3.75
Honors Bio II w/ Lab - A+
Chem I - A
Chem I Lab - A
Honors Seminar World Religion - A-
Honors Colloqium - A+
Calc II - B (...freaking laskdjfladskjf)
EC - Harvard Model UN Team for 2008, Maryland Leadership Seminar, Flag Football, Student Government Association Student Affairs Committee, UMD College of Chemical Life Science Student Advisory Board Member, Church organizations/activities..

Now should I retake Calc and apply for transfer after my sophomore year or should I apply now because I want out--but I guess I have enough patience to wait if its necessary.

Schools I'm considering:
UVA or UNC, JHU (waitlisted), UPenn (rejected), Swarthmore, Brown, Baylor

I just found out UVA and UNC covers 100percent of financial need (*** noone told me this before)... any other schools out there for suggestion in the midatlantic-eastcoast area?
