where to explain personal struggles

Since there's no guidance counselor rec like there is for freshman admissions, where would you explain a personal situation? The dean's rec? One of the teacher recs? Or should you attach your own additional note? Thanks!

I think you can also just provide an additional letter. Why don't you ask the admissions office?
