I am looking at 3.17 in Wisconsin Madison and I see that there is no point applying for a transfer to Top IVY with this score.

How about cornell or columbia GS?
will high SAT scores do any good bringing up the chances?

Ok.. The thing is....
I am currently at Sophmore standing.
I compleatly shot my GPA dead on my freshmen year and took 2 years to recover it to 3.17 by re-taking some courses and getting strait 'A's for three semester.
I already have 53 Credit Points approx, which 40 of them are transferable to most other college. (considering that re-taking courses don't count twice)

Do I really need 3.5 < GPA before I start looking at transfering?
I 've heard that ppl don't see the chances of gatting in to lower IVY
as a Junior transfer after 80 Credits.

I've been taking a pause for two years since my last academic semester.
I am currently under mandatory military service as SGT. ( Yeah, the foreign one)

A ~3.5 might work for Cornell's Ag school -- includes Bio majors - which is transfer friendly. Otherwise, you'd be wasting your time and money applying if you are unhooked. (The Ivies just don't have room for transfers since their Frosh retention rate is so high.)

at this point, you should stay at UW Madison, do well for the rest of your undergraduate academic career and THEN apply to Ivy League grad-schools if you really want it that bad

transferring to any high caliber school, let alone an Ivy League institution, will be nearly impossible with such a low GPA, regardless of what positive trend you may have demonstrated. As BlueBayou said, they only have limited spots, which are reserved for the most outstanding candidates, some of whom might even have 4.0s
