Since required courses that are required to petition CS like CS61A, CS61B, CS61C, CS70 and EECS 42 are not offered at most CCs (Undergraduate L&S CS Students | EECS at UC Berkeley), and the deadline for major declaration is before your second semester (Office of Undergraduate Advising: Declaring a Major), is there a special time frame for CS transfers to declare?

No, you can declare any time during the semester in which you are finishing all of your tech prerequisites. The sooner the better IMO, since you don't want to place yourself on the waitlist, hoping to get into upper-division CS classes since they are restricted to declared EECS/CS students only.
