Guys the problem about the whole "cleaning the slate" for me, is that I can't return to that school to retake my classes.
1. It's really really far away.
2. How are you supposed to retake classes at a place when you're not allowed back in? lol.. =\
I did have a lot of troubles up there though I'll admit that. My dad got a heart attack that year and almost died and etc. So there were other factors that kept me kinda shaky.

Is academic renewal an option for you? Don't give up hope. My second quarter at CC I had a horrible GPA for health reasons (two Fs, one W, one P, and a C in a 2.5 unit class...you get the picture). I was able to make up the classes, which basically fixed my GPA, but even before I did a counselor from Cal looked at my transcript (4.0 in every subsequent quarter) and said it was clear that something happened and that my new grades represented my abilities much better. She said adcoms will take note of that, and she was right: I got into Berkeley and UCLA, and will be attending Berkeley in the fall.
If there is a reason behind it (as you said, your father's health) and you make a jump back up to a GPA similar to the one you had in high school, the UCs may still be an option for you. Talk to a counselor if one ever stops by your CC! I would recommend trying to take equivalents to those classes at CC, by the way. Show them that you can do those subjects with good grades. That's what I would do, anyway.

As of now I have a 3.5 majoring in business econ. I am TAP certified and looking to transfer from my ccc to UCLA. I do not have many ECs but I have worked 2 years and counting. What are my chances of getting in/any suggestions for what I can do to improve my chances?

^ 3.5 in biz econ is really low for UCLA. What kinda job do u have for 2 years? Raise the GPA, do rcon related activities

Academic renewal will be an option for you if you plan on applying two years after receiving those grades (well, it may be more or less than two years in some institutions, I don't know). If you succeed, those semesters/quarters will be marked as "AR" rather than the letter grades on your app, I believe (although you should double check on that, I would hate to lead you wrong).
You simply go to the school you previously went to and fill out a form for them. Or possibly meet with a counselor about it. Depends on the school. The whole point of academic renewal is to let people who tried, didn't succeed, and came back. Send a counselor at that school an e-mail and ask them how long you have to wait and what the process is like.

I don't wanna go back to that school I left. And I can't go back because it's 8 hours away, and I pretty much got kicked out.
Would it be possible to courses equivalent to the ones I failed up at the CSU, at my local CC and send my grades up there so they can do the academic renewal???
Would that work???

You don't need to retake any courses for academic renewal. You can just call or e-mail the counseling department at that school and ask them how long you need to wait and what new GPA you need to petition to get it. AR just means you submit a form, and if it is approved, certain semesters/quarters show "Academic Renewal" on your transcript and those grades do not factor into your GPA. This is different from the policy some schools have of retaking a failed class for a new grade. The CSU may ask you to come by in person once if and when you can submit your petition for AR, but since you're so far away, hopefully not. Sorry if I'm not explaining AR very well. I know how a bit about how it works for my CC, but every school is different and I have no experience with the CSU system.
Doing courses at CC that are equivalent to the ones at the CSU seems like a good thing to show the UC you are capable of those courses, but it's not related to AR. I don't know if the UC would take the new grade, since it's a different school...You should try to talk to a counselor at the UCs you're considering and ask them if retaking equivalent courses would help you out.

^ no, go to admissions and records and feel out an application. You turn it in and they will review it. You will then receive I believe and email or letter in the mail letting you know of it was approved.

And some schools are different. At Pasadena you have to get academic renewal for the entire semester. So if you got an A and then 3 Ds, that A will be gone as well. And you could only do 2 semesters. At cypress, for instance, I believe you can choose the classes and not have to select the entire semester.

is it possible to get into a school like UCD or UCI with a 3.1 gpa as your major OP?
I know chances are slim but I want to see how likely it is with a good personal statement and good ECs

You have an outside shot. Just remember that applying to college is a lot like playing the lottery, you gotta play to have a shot at winning. That said, a lot of ppl say that they plan to write a good personal statement and have good ECs, but what does that even mean? That's very subjective. Realize that ur college app is judged by 2-3 readers going thru thousands of apps, you have to dazzle them into thinking that it's the best essay that they've ever read and not some BS story that you made up to impress them.
When I wrote my essay for UCLA I had my mentor, someone who had been an essay reader in the Boston College admissions office, tear apart my essay. That said, he did not think that the final draft of the essay was what I should have turned in, but my gammble to get my way payed off and I was accepted. My advice to you is to just apply and see what happens....good luck
