Does TAGing an impacted major such as biology at UCSD affect my overall chances of being accepted to this school? (Will I get accepted as undeclared even if I do not get into the major)
If you TAG and follow all the requirements correctly you are guaranteed admission to that school. For UCSD that's pretty much all that is guaranteed though.
