Need Help Transferring

Hi everybody, I need A LOT of help with transferring. I currently am a commuter student in New York, and now I want to go to an out-of-state university to study engineering as well as do research. My first year GPA was a 3.68. I also had good grades in high school (93 unweighted GPA taking all Honors & AP classes and a 1390 on the SAT's).

A couple of the schools that I have thought about transferring to right now are the University of Arizona and the University of Wisconsin-Madison (both are relatively affordable out-of-state schools with good engineering and research programs). I am almost positive that I will get into these schools, but the big problem with me is financial aid. Since my EFC is not that low, can I expect to get good merit aid as an out-of-state transfer to a school like U of A (after all my grades are a lot better than the general student body at this school)? If not, what other good schools can you guys recommend that I attend? Thanks...
