To Apply or Not to Apply

I am a Biology major at a California CC and I have two options to choose from: I could try my luck and apply this year or I could stay an additional year (3rd) and finish O-Chem. I'm not sure about other CC's, but most Bio majors at my school stay for 3 years to finish all of their pre-reqs. I will have I-GETC completed by spring. Since UC's are extremely picky about the completion of Major pre-requisits I am afraid of applying. The Rep. that I talked to from UCLA told me to apply anyway and that it wouldn't hurt me, but here is my only concern. Lets say I wrote an excellent PS and couldn't get in b/c I didn't have my pre-reqs completed...then would it hurt my chances the following year to use that essay again or tweak it a bit?

Neuroscience major
I want to transfer to UCSD
3.8 GPA
Chartering Chapter President Phi Theta Kappa
Volunteer at a UC emergency department 100+ hours
Research Experience with UC
