Personal Statement Importance?

How much weight do the personal statements have in the UCB application process?

For instance, if someone has a 4.0, and a fair amount of EC work, how important is it for the essays to be stellar?

I think it's quite important, at least the personal statement can let the admission counselor know if you can write (at a college level), but i do think it still quite important for UCB, b/c imagine those applicants that have the same like 4.0, same amount of EC, then your personal statemnet importance can be the deciding factor....
