CSU's Transfer Units Please Help

I am planning to transfer to Sac State this coming Fall and have a few questions about transfer units. I know Sac State has a 70 unit limit on transfer units so what happens if I exceed the 70. Do they throw out the classes you dont need? Also what happens with W, NC, F, D grades? Will these grades transfer over as well or do they automatically get tossed? I will have 70 units without including the F, D, NC, and many W's I got in junior college. Will they just look at the 70 I've completed? I really hope so because my GPA will be great if they do but I have no idea. Your help is greatly appreciated. One more thing, for UC's the GPA resets to 0.00 when you transfer over but I was told that this isnt the case with the CSU's, please correct me if I'm wrong. Thanks all in advance!
