1 year transfer Transfer

Yes, as long as you can complete 60 units and finish the major prereq's. This is most probable if you have lots of ap units to cover your 60 units and the number of classes required by your major is not many. For example, it would be much harder for an engineer major to transfer in 1 year due to the amount of classes an engineer major needs to take.
So what would your decision be made upon? Just one quarter's worth of grades? Would that be enough for them?

Well it's gonna be a lot more than one quarter's worth because you would either have grades from AP exams and classes and most likely summer quarter grades because those two things are essential to obtaining enough units to transfer in only a year.

Not really. I have 60 units through APs. If I take only three four-credit quarter courses each quarter, I'll have 96 units.

Unless you take winter session also at a semester school. I took winter session at West Valley which is on semesters and it overlapped with my current winter quarter for 2 weeks, so I had 6 classes for 2 weeks but it wasn't bad at all.
