UCSD Transfer?

Major: Computer Science
Soph. GPA: 3.2 weighted - 2 weighted classes
Jr. GPA : 4.2 weighted - 3 weighted classes
soh jr GPA : 3.7
So I found out that I got rejected from UCSD and I am really disappointed.
I was wondering if I should go to UCSB then transfer out, but the thing is I don’t know if I can maintain a high GPA at SB due to the environment. If I was able to maintain, let say, a 3.8 and complete all the requirements for transfer, would I have good chance of getting into SD? And would It be possible to transfer in one year given the major?

UC to UC is hardest, than State to UC, than CCC to UC, I believe. Just go to CCC.
