If you appeal you can't reapply?

I heard that if you appeal to a UC you can't reapply later. Is this true? Does this apply to grad/law school as well?

Even if that was the case, it would not apply to the Grad school because they are essentially not the same "college" if you understand what I mean

It would be a really weird policy. "We didn't like you enough to let you in. We looked again for you and still didn't. You went off and became a better applicant, but we hate your guts for making us look at you twice so thank you for the $60"?

i appealed and was able to apply again when my appeal didn't go through
