UCLA Transfer Intesnive Program

I was roaming the UCLA website (I feel like I know that site better than the guys that designed it) and I came across this: http://www.wp.ucla.edu/programs/tran...e_program.html

is this program like TAP, but for writing instead?
after reading through the site, it seems to help develop writing, which is great, but it seems like a lot more work and stress? its like being an english major?
