Seriously, I wouldn't decide that way. If you want to decide on department, then do some research and see who the professors are at each department and how that goes with your interests. Look at the class schedules, see which has more classes to your interests. Email a few grad students, I bet they'd give you some good info too, if you ask nicely. Do some legwork. Just going on which is "stronger" or ranked higher isn't the right way to go.

However, if I were you, I'd just go to the university you like better in the location you want to be.

I read that Berkeley has a stronger department. That is where I'm going!

generally speaking, CAL got better Polisci.

Hist, Polisci are stronger in CAL, where as Psych, Philo are stronger in UCLA.

But just remember; specification does matter. For instance, let's say you are a philo major and intrerested in Marxism, you should go to UCB since it is not like UCLA Philo department is stronger than Berkeley in EVERY ASPECT of Philo. Just stronger in overal. :b

i switched my major from polisci to philos.
UCLA polisci department looked much more appealing to me.
Variety of classes to choose from and you can take a concentration.

You can take a concentration at UCB, too; it's just not required --nothing is stopping you.
