Financial aid subject to change!!?

So I'm kinda confused. I'm trying to partially base my decision on which school to attend by analyzing the amount of aid offered by each school. But it said "Your financial aid award will be finalized after a review of your file." So does that mean I'll have to make my decision disregarding aid? B/c of the fact the they may not have it done by the SIR deadline?

there is the provisional award letter and then there is the official one form ucla.

They can differ but usually not substantially unless something major changes in your file.
