Engineering majors applying to UCB, UCLA or UCSD??? ...or other majors???

Does anyone know how to calculate the amount of courses needed to get into Berkeley from assist.org. I'm a mechanical engineering major. It says 80% of required Berkeley courses must be completed prior to fall enrollment. Does that mean you include the courses that aren't articulated? I hear so many different answers to this question.
