You can't. I remember hearing someone asking that question at the orientation. I remember hearing a reply of "you can't do it"

I'm pretty sure there is a way to do it once you get there if you can find a student from the college you want to go to that is willing to go to the college you want to switch out of.

But maybe you can switch without finding someone to switch with...from UCSD's FAQ page:

Q: Can I switch to a different college?
A: Yes, after you complete the writing program and if you can demonstrate that switching to a different college will allow you to graduate with fewer academic quarters.

I'd say call and find out the process if you're serious about it
