Since TAG only applies to 7 of the UC schools can I sign a TAG with 1 of those 7 schools and still complete TAP to UCLA (since it isn't guaranteed)?

every TAG is different. You have to sign one for every school you want to complete it for.

Signing a TAG for UCSD doesnt give you guranteed admission to UCR or UCI or any other UC aside form UCSD.

You can sign 7 Tags and do UCLA TAP if you want.

i remember de anza only allows students to sign 1 tag

must be cc specific then. My cc let me sign 2 - well i was only interested in signing two... i never tried to sign more than two.
