do only the admitted students get to have a UCLA login Id?

Yes, non UCLA students would have no use of access to the website's restricted areas.

ok well, i have an appeal under review, and i just tried to set up my ucla logon id for the hell of it, and it worked, i was able to go to any site...

Well yeah, you do get to log in if you have an appeal in review, but your access will be cut off if the appeal doesn't go through.
