If you are not a big eater, choose the Plus 12 plan. Assuming you end up buying up to $3200 worth of food throughout the year, you will never be more than $50 off the best possible price, even if you have to pay a penalty for a refund at the end of the year.

If you're a big eater, choose the Plus 16 plan. Assuming you end up eating more than $800 worth of food for the year you will never be more than $50 off the best possible price, even if you have to pay a penalty for a refund at the end of the year.

Wouldn't it make sense to get the lowest, cheapest plan and then if you have to add money for your CatCard, you just add money and then you'll have more funds available?

The lowest plan (Plus 10) offers a 4% discount and no taxes. The highest plan (Plus 16) offers a 10% discount and no taxes. If you get the lowest plan and consume more than $3200, you will miss out on a discount of 6% or close to $200.

If you have a crystal ball, the optimal strategy is to pick the correct plan based on how much you will consume. If you don't have a crystal ball, the simple strategy I listed above guarantees that your choice will be close to optimal.
