How do you get research positions?

Do you send in some sort of resume and stuff to a profesor and does he decide who he wants from a number of people, or do people usually get these positions through getting to know professors. I've heard its very competitive to get these positions but is it competitive based on grades or past experience, or networking.

There are also UC LEADS, SAGE, Miller Scholar Program (Transfer students only), McNair Scholar Program that focus on research.
