What does "Currently not open" mean?

i forgot to sign up for Chem3AL lecture and lab. for some reason, it completely slipped my mind.

now telephase i has passed. i looked at that Class Schedule and all the Thursday labs said "Currently not open."

does this mean they'll be available for signing up during Telephase II?

all of the currently NOT opened ones, however, say "Enrolled: 28." how is this possible if it's not open? what does "currently not open" mean?

thanks a lot!
