With the exception of augmented review, the UCs won't even see your senior year grades; but, augmented review is rare. So, for the vast majority of applicants, the answer is No, they do not use senior grades in admissions. UC does look at the strength of your senior year schedule, however.
(Read the application instructions when it available. The instructions clearly state to send transcripts after senior year is completed. Thus, the admissions readers won't have senior grades.)
